A freelancer (independent entrepreneur) is a natural person who carries out economic activities on their own, without hiring other people. They can provide services or produce goods legally, in an organized and independent manner, without creating a company (LLC).
The following can be registered as independent entrepreneurs:
Individuals residing in the Republic of Moldova;
Persons who have reached the age of 18;
Persons who do not have employees;
Those who earn an annual income of up to 1.2 million MDL;
Those who operate in fields permitted by current legislation.
Starting January 1, 2026, the activity of independent workers (freelancers) is regulated by the “Freelancer Law.”
Registration can be done online via the Public Services Portal, the EVO App, or ASP.
The steps include completing the online application, signing digitally, and obtaining the IDNO code within 24 hours.
Online registration application with electronic signature;
Valid identity document;
Additional documents for regulated fields.
The tax regime is simplified:
15% single tax on income up to 1.2 million MDL;
35% for income exceeding this threshold;
Social and medical contributions are included in the single payment.
